Module 4:  Highway-Rail Grade Crossing Accidents/Incidents





This module of the database contains information provided by each railroad to the Federal Railroad Administration on Form F 6180-57.  A railroad uses this form to report any impact, regardless of severity, between a railroad on-track equipment consist and any user of a public or private crossing site.  The crossing site includes sidewalks and pathways at or associated with the crossing.

Highway users include but are not limited to:  automobiles, buses, trucks, motorcycles, bicycles, farm vehicles, construction vehicles, roadway maintenance vehicles, and pedestrians.

Incidents involving highway users who have unsuccessfully attempted to avoid striking or being struck by a railroad consist at a crossing site are to be reported, regardless of where the actual impact between the consist and the highway user occurred.

Each casualty resulting from a highway-rail crossing impact, in addition to those shown on Form FRA F 6180-57, must also be reported on Form FRA F 6280-55a (which then appear in the “Railroad Injury and Illness Summary – Continuation” module of this database).  The occurrence code used on the casualty report begins with 609 if the accident occurred at a public crossing or 610 if it took place at a private crossing.

A railroad whose involvement in the accident/incident is limited to track maintenance responsibility does not complete Form FRA F 6180-57.  When the reporting railroad is different than the railroad maintaining the track, the railroad responsible for the track is identified in database field “TKOWN”.  Report number "XXX" is entered in database field “INCDTNO” in these instances.

The IGRA database contains the complete 65 fields of data on each of the 126,087 highway-rail grade crossing accidents that have occurred in the U.S. during the period 1980-2001.
