Abstract:

The purpose of this workshop is to review research completed recently, to hear everybody's views, to get additional information, and then hopefully that will help us determine whether to initiate any kind of rulemaking activity, and if so, in what form, and this follows a pattern that basically was set for us in 1994 legislation which asks  us to consider the cost effectiveness of these measures.
